NE Central Alliance Of Neighborhood Councils (NECA) MEETS SATURDAY 3/27 10:30am

You are VERY welcome to join this Saturday’s meeting of NECA — the North East Central Alliance of Neighborhood Councils. Free to attend, it’s  Saturday, March 27 from 10:30am-12:30pm, at the Glassell Park Community Center, 3750 N. Verdugo, Los Angeles, CA 90065. The special speakers are L.A. City Council President Eric Garcetti, Board of Neighborhood Commissioners Vice President Albert Abrams, and Jack Humphreville, president of the DWP Advocacy Committee.  They will appear one after the other. We’ll hear about and discuss such crucial topics as the city’s budget crisis, the status of DONE, and the controversial proposed “ECAF” rate hikes associated with DWP.  There will be Q&A, of course.

NECA meetings are open to the officers and other board members of the many Neighborhood Councils in the Central and East areas, and to stakeholders and other guests from throughout the city.  Alliances such as NECA are NOT governed by the Brown Act, in part because generally, alliances do not solicit or attract that level of representation from any one NC.  But we always urge appropriate sensitivity, common sense and responsibility regarding such matters, in particular when any individual NC has many members present.  Motions can be made as part of a NECA meeting, though none are presently scheduled for this Saturday.

An Alliance is a great way of building a shared voice and common purpose.  NECA is NOT about conquering territory — it’s about developing relationships and helping each other in local and civic causes. In our brief history, we’ve enjoyed meetings that have been provocative, informative and hopefully transformative, but we’ve also sought to be supportive, or at least respectful, and not belittling toward each other and our guests. To this meeting, we’re inviting current board members, but also newly elected ones who are not yet in office, and even some whose status may be in doubt:  a later NECA meeting, but not this one, will be focused on ways to examine and improve NC elections.

I hope you’ll contact me with any questions or comments, and an RSVP is especially useful.  Our meeting is scheduled to start at 10:30 and end at 12:30 but might last a bit later, in part to accommodate some folks who may try to attend other meetings, but also because we expect some great discussion.

BONC MEETS MONDAY 03/15/10 - 11:30am

Please join the BONC Commissioners at their next meeting, on Monday, March 15, 2010 at 11:30 a.m. at the 10th Floor Conference Center of City Hall, Room 1060. Invited guests at this meeting include the representatives from the City Clerk’s Office who will provide an update of the March 2, 2010 NC Elections, as well as staff from the City Attorney’s Office, Public Integrity Division and the Ethics Commission who will address the issue of possible disclosure and reporting requirements relating to NC candidate fundraising. The Commission will also begin discussions on a policy to require bylaws language detailing selection processes for Neighborhood Council Boards of newly forming Neighborhood Councils who are not yet certified and therefore are unable to take part in the City Clerk-managed 2010 elections.

LOS ANGELES – Neighborhood Council representatives from throughout the city are headed to City Hall to call on the Mayor and the City Council to honor the City Charter which established the neighborhood council system and which mandates appropriate funding. They take with them a BudgetLa Statement that says “At this time of financial crisis for the City, the solutions require a partnership between the elected officials at City Hall and the elected representatives of our 90 neighborhood councils.”

Neighborhood Councils exist to advise the Mayor and the City Council on City Budget priorities, to monitor the delivery of services, and to involve the community in the governance of the City of Los Angeles. The Charter goes so far as to call for periodic meetings with responsible officials of City departments.

As the CAO’s “City Restructuring Proposals” are considered by the Budget and Finance Committee on Monday afternoon, Neighborhood Council leaders will stand in defense of the neighborhood council system and will position the NC system as a Funding Solution, a Communication Solution, and as a Community Building Solution. Ultimately, the NC system is an ASSET, not a LIABILITY, and it is protected by the City Charter. To that end, neighborhood councils stand as partners with the Mayor, the City Council, and the City Staff in working together for “An LA that Works!”

BudgetLA has hosted two emergency workshops which have drawn 110 different members from 47 different neighborhood councils, all focused on working together to take on bankruptcy, pensions, the delivery of city services and the reorganization of the city system. The BudgetLA position starts with two basic premises, that “everything is on the table and must be considered as we work together to solve the budget crisis, and that neighborhood councils must be at that table as partners in the process.
The NC reps have taken a full-spectrum approach to the budget crisis and believe that it is essential that the community engage with our elected officials as well as city staff to pursue Revenue innovations along with Pension reform while maintaining prioritized delivery of City Services and the implementation of Organizational improvements, all of which work together to guarantee that Los Angeles take its place as a Great City.

This past Saturday, BudgetLA opened with Alex Rubalcava who addressed LA’s future on “The Road to Bankruptcy.” It also featured Department of Neighborhood Empowerment’s GM, BongHwan Kim and his “Vision for Neighborhood Councils” presentation. Both BudgetLA sessions will start at 10:00 am.
BudgetLA supports the activities of several neighborhood council groups, all working together to pursue solutions to LA’s Budget Crisis. Participants include the Los Angeles Neighborhood Council Coalition, the Saving Los Angeles project, the Valley Alliance of Neighborhood Councils, the Mayor’s Budget Advisory Committee and representatives from neighborhood councils throughout the city.
